President Vladimir V. Putin of Russia arrived in Brussels absent the customary ceremony, a small sign that unrest in Ukraine has chilled Russian relations with Europe.
Mikhail Khodorkovsky, in court in 2010, was one of Russia's richest and most powerful men when he was imprisoned in 2003.
